 | Marginal TARIFFS for Universal Postal Services
SECTION І
General provisions
1. This marginal tariffs are used by postal service operators.
2. The marginal tariffs for Universal Postal Services are calculated without taking into account the value added tax that is collected additionally according to “Value Added Tax Law” of Ukraine.
3. Postal service operators, according to joint agreement with postal service customers, have the right to reduce tariffs for universal postal services up to 20% but no less than its operational cost value.
4. The cost of forms that are used for providing the universal postal services is included in the marginal tariffs for these services.
5. According to the current legislation the following items are transmitted free of charge within the borders of Ukraine: ordinary letters weighting up to 20 grams and postal cards sent to and sent by fixed period military service soldiers; parcels with clothes of citizens drafted to the fixed period military service sent by military units; literature for blinds - secograms (ordinary, registered). Conveyance of literature for blinds to the foreign countries is made free of charge, except air conveyance.
6. Payment by customers for universal postal services with the foreign countries is carried out in national currency of Ukraine. The payment amount is calculated in accordance with hryvnia (UAH) to foreign currency rate of exchange that is determined by National Bank of Ukraine for the date of providing a service.
7. For returning or forwarding to a new address within the borders of Ukraine of recorded delivery postal items, except registered ones, from the senders (addressees) the payment is taken for weight of the item according to the tariffs in force.
8. The tariffs of Articles 6 and 7 of Section II of the present Marginal Tariffs shall be used only in case of concluding an agreement on transmission of domestic publishing-houses products between a postal operator (branches or separate sections) and publishers of such products.
9. The value of a parcel conveyance within the borders of Ukraine is calculated by adding to the fixed tariff per parcel (column 4 of Point 5 in Article 5, Section II of the present Marginal Tariffs; column 4 of Point 7 in Article 7, Section II of the present Marginal Tariffs) the tariffs per kilogram of its actual weight (column 5 of Point 5 in Article 5, Section II; column 5 of Point 7 in Article 7, Section II of the present Marginal Tariffs).
10. The value of a parcel conveyance to foreign countries is calculated by adding to the fixed tariff per parcel (column 4 of Point 6 in Article 6, Section III of the present Marginal Tariffs) the tariffs per kilogram of its actual weight (column 5 or 6 of Point 6 in Article 6, Section III of the present Marginal Tariffs).
