The universal postal services rates are used by all postal service enterprises (operators) of all of Ukrainian State Enterprise of Posts “Ukrposhta” that provide services to customers.
- Postal Service Enterprises according to the mutual agreement with participants of technological process have the right to reduce universal services rates no more than 20% but no less than operational expenditures.
- Customers’ payment for using universal services with CIS countries and other foreign countries is made in national currency of Ukraine. The payment amount is determined in accordance with rate of exchange of hryvnia (UAH) to foreign currency that is determined by National Bank of Ukraine at the moment of providing a service.
- The cost of forms that are used for providing of postal services is included in rates for these services.
- When applying Universal postal service rates worked out according to rate zones (Article 6, Section II “Forwarding of Postal Items to CIS Countries and other Foreign Countries”), it is fixed the following distribution of foreign countries according to rate zones:

1) For returning or reforwarding of registered postal items to a new address from the sender it is taken the payment for weight of item according to applicable rates.

The value for conveyance of a parcel is determined by adding to the fixed rate per parcel (column 4 or 5 in point 5 of article 5; column 4 in point 10 of article 7) the rate per kilogram of its actual weight (column 6 in point 5 of article 5; column 5 in point 10 of article 7).
For example:
weight of the parcel is 3.1 kg therefore within borders of one region the rate for private persons will be the following: 3.1 x 0.42 + 0.70 = 2.00 UAH.
3) Rates of Articles 6, 7 are used only in case of concluding an agreement on forwarding of bulk mail between postal service enterprise (branches or separate sections) and enterprises, institutions, organizations and other agents of business activity. At the same time the rates of points 6 and 7 of article 6 are applied on sending ordinary cards and letters in-group more than 2000 items for one reception from one sender, and rates of points 8 and 9 of article 6 and point 10 of article 7 – on sending items in wrapper and parcels in group more than 100 items for one reception from one sender.
